Why Khankendi

Khankendi, historically also referred to as Stepanakert, is an urban settlement situated in the Nagorno-Karabakh region of Azerbaijan. Positioned within a valley along the eastern slopes of the Karabakh mountain range, the city sits on the left bank of the Gargarchay, or Karkar, River. Throughout its modern history, the locale has functioned as a central administrative, economic, and cultural hub within the surrounding mountainous geography.

Early medieval accounts reference a settlement at the site called Vararakn, which translates to rapid spring. In 1847, Russian Imperial authorities formally renamed the village Khankendi, a name associated with late eighteenth-century Azerbaijani history when the locale served as a retreat for the rulers of the Karabakh Khanate. Under Soviet administration in 1923, the settlement was selected as the capital of the Nagorno-Karabakh Autonomous Oblast and renamed Stepanakert after Bolshevik leader Stepan Shahumian. Architect Aleksandr Tamanian designed a comprehensive municipal layout in 1926, establishing a master plan that guided city growth through subsequent expansion projects in the 1930s and 1960s.

During the Soviet era and following decades, the city developed into the region's primary industrial and economic center. Commercial activity relied heavily on the service sector, complemented by light manufacturing enterprises focused on silk weaving, wine production, food processing, electrical output, and asphalt manufacturing. Essential municipal infrastructure grew to include public polyclinics, specialized technical schools, and cultural centers. The city also functioned as a major academic focal point, housing Artsakh State University alongside agricultural, medical, and music institutes. Educational activity resumed in late 2024 with the opening of Karabakh University.

Cultural life in the city historically centered around institutions such as the Vahram Papazyan Drama Theater, founded in 1932, the Artsakh History Museum, public libraries, and a local palace of culture. Just north of the main urban area stands the We Are Our Mountains monument, erected in 1967 as a prominent regional landmark. Following military events in September 2023, the city experienced a complete exodus of its ethnic Armenian population, which had numbered 75,000 in 2021. Subsequent resettlement efforts initiated by Azerbaijan aim to build a resident population of 24,000 in the city by 2026.
